Een debat in Pakhuis de Zwijger
Op maandag 15 september presenteren Netwerk Democratie, RVO Nederland en de NCDO een avond over mensenrechten, rechtsstaat en democratische innovatie in Pakhuis de Zwijger
Wat kunnen wij verwachten van nieuwe ‘technologieën’ op het gebied van democratie en rechtsstaat?
Met ‘technologieën’ gaan we hierbij uit van techniek in de brede zin. Naast ICT zijn er ook andere ‘technische’ oplossingen die problemen op het gebied van participatie en accountability kunnen oplossen. Samen met een internationaal gezelschap gaan we in gesprek over de de vraag hoe technologie kan bijdragen aan het meer democratisch maken van de totstandkoming van wetgeving en beleid. Twee domeinen die traditioneel gezien door overheden worden vormgegeven. Vragen die o.a. aan de orde komen is of internationale ranglijsten bijvoorbeeld een rol spelen om landen ertoe aan te zetten zich ‘beter’ te gedragen? En kan impact assessment invloed hebben op democratie?
In het eerste deel van de avond zal Prof. Anne Meuwese (Universiteit Tilburg) in gesprek gaan met Ms. Ng Yeen Seen, vice-president van de denktank ASLI (Maleisië) over de rol van ICT en ‘civil dialogue’ in de totstandkoming van wetgeving.
In het tweede deel van de avond zal Dr. David Laws (Universiteit van Amsterdam) in gesprek gaan met Mr. José Veríssimo Romão Netto, onderzoeker van de Braziliaanse denktank IEA (van de Universiteit van São Paulo) en Ms. Rivana Mezaya, director at the Indonesian President’s Delivery Unit for Development Monitoring and Oversight (Indonesie) over technologie in relatie tot conflict, corruptie en goed bestuur.

Ms. Ng Yeen Seen (Malaysia): is Senior Vice President and Chief Strategy & Programme Officer at the Asian Strategy & Leadership Institute (ASLI). The institute is Malaysia’s leading independent private Think Tank, which is committed to the development of Asian leadership and strategic thinking. ASLI focusses on a broad spectrum of government related topics, and its vision is to create a better society. In addition, she is the Director of the Centre for Public policy studies, ASLI’s research arm, that aims at fostering open-minded dialogue, enlightened leadership and better governance.
Mr. José Veríssimo Romão Netto (Brazil): is Senior Researcher with the Brazilian Think Tank IEA (Instituto de Estudos Avançados) of the University of São Paulo, where he is currently working on a research of 25 years democracy in Brazil, which focusses explicitly on civil society, political culture and cultural policies. José is also a Post- Doctoral Fellow at the Center for Public Policies Research, connected to the same University. He focuses his post-doc thesis on Legislative Behavior in Congress and Quality of Democracy. José is especially interested in the structure of the government and its relationship with civil society.
Ms. Rivana Mezaya (Indonesia): is the Director at the Indonesian President’s Delivery Unit for Development Monitoring and Oversight. She is legal adviser and analyst responsible for general advising and portfolio relating to anti-corruption programs and legal reform. Her special assignments include reviewing and revising the National Action Plans on Human Rights 2011-2014 and drafting the National Strategy for prevention and eradication of corruption. Rivana has been active as a research assistant at the United Nations Office of Legal Affairs and of the New York School of Law.

Mr. John-Allan Namu (Kenia): is special projects editor and investigative journalist for Kenya Television Network. His area of focus is largely in long form investigative reporting on current affairs topics. As the head of a team of six reporters and producers, John-Allan has produced various reports and documentaries about various aspects of democracy and the rule of law. His chief role is to formulate content for events requiring Special Coverage and to produce investigative and in- depth features for the station. John has won major continental and local awards for excellence in journalism, including the CNN Overall African Journalist of the Year Award.
Mr. Saviour Okon Akpan (Nigeria): is the Executive Director of COMPPART (Community Policing Partners for Justice, Security & Democratic Reform), an organisation with the mission to reduce the antagonistic relationship between civil society and law enforcement agencies and encourage crime prevention and control. He is currently working on a program aimed at promoting the voluntary principles on security and human rights, specially in the Niger Delta. Saviour is strongly committed to the strengthening and sustenance of democracy and fundamental freedoms in Nigeria.
Ms. Le Thu Mai (Vietnam): is an Assistant Researcher and Lecturer for the class of young leaders at the Institute of Political Science at the Ho Chi Min University (HCMA) in Hanoi. Mai teaches undergraduate courses related to politics and comparative political science. She is also the Secretary of the Editorial Board for the quarterly bulletin Information of Political Science. In addition, Mai is a PhD student Political Science at the HCMA, writing her thesis on democratization, in particular on the comparison between the West and the East. Mai has published several articles on this topic.
Mrs. Anneline Turpin (South Africa): is a public interest law attorney at the Legal Resources Centre (LRC) in Durban. The Centre is South Africa’s largest public interest human rights law clinic, with 4 offices across the country. LRC strives, both for itself and in its work, for a fully democratic society based on the principle of substantive equality and to ensure that the principles, rights, and responsi-bilities enshrined in the South African Constitution are respected, promoted, protected and fulfilled. Anneline assists indigent individuals in attaining their essential socio- economic rights, through the use of the Constitution of the Republic of South Africa. As result thereof, she often litigate against government challenging policies or laws that are inconsistent with the Constitution. Besides practising public interest law, Anneline is a masters student of Business Law
